TIR CARNET

It is a document which fulfils two functions, guarantee function and customs function. It facilitates the transportation of transit and export goods through the territory of many countries before affixing the customs seal without the need for securing the obligations. The carnet is ‘opened’ during customs clearance and ‘closed’ at the country of destination during importation clearance.
The issuance of a TIR carnet can be reported to a customs agency. Furthermore, a TIR carnet has to be reported to the NCTS system and this is also handled by a customs agency.
